Comparative Study of Dimensions of Management Decision Making in the Formation of Safety Culture: An Applied Approach in High-Risk Industries

This study aimed to examine the impact of managerial decisions on safety culture in high-risk industries, specifically at the Abadan Oil Refining Company. Five dimensions of decision-making—financial, structural, human resources, managerial processes, and communication and transparency—were investigated. The statistical population included 850 official operational employees, from which 265 were randomly selected. Data were collected using a researcher-made questionnaire with confirmed validity and reliability. The Kolmogorov–Smirnov test and one-sample t-test were used for data analysis. Findings showed that the "communication and transparency" dimension had the highest impact on safety culture with a mean of 14.65 and a t-value of 3.033, while the "financial decisions" dimension had the lowest impact with a mean of 11.68 and a t-value of 2.806. The results highlight the critical role of managerial decisions—especially in organizational communication—in enhancing safety culture in high-risk industrial environments
