Five dimensions of decision-making&mdash;financial, structural, human resources, managerial processes, and communication and transparency&mdash;were investigated. The statistical population included 850 official operational employees, from which 265 were randomly selected. Data were collected using a researcher-made questionnaire with confirmed validity and reliability. The Kolmogorov&ndash;Smirnov test and one-sample t-test were used for data analysis. Findings showed that the &quot;communication and transparency&quot; dimension had the highest impact on safety culture with a mean of 14.65 and a t-value of 3.033, while the &quot;financial decisions&quot; dimension had the lowest impact with a mean of 11.68 and a t-value of 2.806.
