This study aims to design and propose a conceptual framework for developing sustainability strategies in Iran’s energy industry. Employing a qualitative approach and the Attride-Stirling thematic analysis method in MAXQDA 2020, data were collected and analyzed through semi-structured interviews with 13 energy industry experts. The findings identified four main dimensions: enabling infrastructures, strategic vision and capacities, barriers and challenges, and the functional aspects of strategies. Results indicate that the transition to sustainable energy requires the synergy of institutional, cultural, technological, and economic factors, along with actions such as expanding international collaborations, targeted investments, enhancing education, reforming pricing systems, and creating financial incentives. Moreover, barriers such as weak institutional coordination, lack of advanced technologies, restrictions caused by sanctions, and economic instability were found to slow down this transition. Overall, the findings highlight the necessity of adopting a multidimensional approach and comprehensive policymaking to optimally utilize national and international capacities.
