The transformation of human resource management systems in the oil industry requires a review of the formulation and implementation of policies. This research aims to identify the dimensions and components that affect the implementation of human resource development policies in the Iranian oil industry. The research method is qualitative and content analysis with an exploratory approach. Data were collected through semi-structured interviews with 12experts in the field of human resource management and policymaking in the oil industry and analyzed using Brown and Clark content analysis. The findings showed that five main dimensions including "effective management structure", "human capital", "policymaker requirements", "human resource policymaking system" and "individual and organizational productivity" are key factors in the successful implementation of human resource development policies in the oil industry. These dimensions consist of 40 sub-components, each of which systematically impacts human resources performance and improves the quality of policies, and serves as a basis for implementing human resources development policies in the Iranian oil industry.
