One of the essential aspects of newly industrialized resource-oriented countries isthe emergence ofa developmentalist government that tends to have a stable presence inthe economy for industrial growth and development. Since Iran is resource-oriented, the technological gap in Iran's oil industry is high compared to global companies,and the supply of equipment for upstream oil industries from within is small. In this research, firstly, by reviewing the literature of science and technology policy approaches to domestic developmentand manufacturing in the oil industry and related challenges, the factors influencing thesuccess of domestic manufacturing development policies were calculated. By using this conceptual framework, the interview questions were set and with thematic analysis method, the final model of the promotion of factors affecting the success of the government's policies for the development of domestic production of oil equipment, which includes policies supporting universities and scientific centers,reducing foreign purchases and replacing domestic products and financial support.were identified
