The purpose of this study is to explain the role of the local content mission in reforming the production structure of oil-related goods in the Islamic Republic of Iran. The research is qualitative, applied, and exploratory–analytical in nature, employing a meta-synthesis approach to conceptually analyze scholarly resources in the fields of industrial policy and production localization. The study population consisted of publications from 2013 to 2024, of which 25 sources meeting validity and conceptual relevance criteria were selected for final analysis. Data were collected using a standardized extraction form and analyzed through thematic analysis, including open, axial, and selective coding. The findings reveal that the effective role of the local content mission in production structure reform can be categorized into three main dimensions: policy-making and institutionalization, technological and knowledge empowerment, and economic support and operational effectiveness. Accordingly, a three-layer conceptual model was developed, which can serve as a strategic framework for technological policy-making and industrial governance in the oil industry.
