Performance Evaluation of Logistics Service Companies of the Ministry of Oil Using Network Data Envelopment Analysis Approach

The oil industry is one of the most influential and largest industries in the country, which in recent years has been affected by the oppressive sanctions imposed by the United States. Therefore, the performance of the companies active in this sector is of great importance. The logistics companies operating in this industry play a supportive role, and their poor performance can cause significant damage to the country’s economy. Hence, it is necessary to continuously evaluate their performance. This study was conducted in this context, aiming to assess the performance of logistics companies active in the oil industry. To evaluate the performance of these logistics companies, performance evaluation indicators were identified through a literature review and expert consultation. Then, a two-stage Network Data Envelopment Analysis (NDEA) approach was used to measure the companies' performance. The results showed that in the year 2020(1399 in the Iranian calendar), the average efficiency in the first stage was 80%, in the second stage 74%, and the overall efficiency was 60%. In that year, the fourth and sixth units were on the efficiency frontier, having the highest efficiency, while the eighteenth unit had the lowest efficiency at 28%. In 2021 (1400), the average efficiency in the first stage was 79%, in the second stage 85%, and the overall efficiency was 68%. In that year, the fourth and eighth units were on the efficiency frontier with the highest efficiency, and the twelfth unit had the lowest efficiency at 50%. A comparison of efficiency over these two years indicates that overall efficiency increased by 22%.
