Public managers play an important role in the success of an organization. On the other hand, in many developing countries, the performance of government organizations is not very satisfactory, which is partly due to managerial weaknesses. The main method of this research is meta-composite, in which the Kappa coefficient calculation is used evaluate the model, as well as the Shannon entropy calculation determine the importance coefficient of the indicators. The unit analysis in this research is all articles published in the period of 2010-2023. In the following, the indicators identified in different articles were coded and the main themes were identified by categorizing the codes. Based the results obtained this research, the competencies public managers include six main dimensions, including individual, leadership, technical, transformative, communication/social and strategic competencies. The results of ranking dimensions using Shannon's entropy showed that leadership competencies have the highest level of importance among the identified dimensions
