This study aimed to validate a model for exporting petroleum products to Afghanistan. The research was applied in purpose and exploratory in nature, conducted through a mixed-method approach in two phases. In the qualitative phase, data were collected via semi-structured interviews with 13 experts from the oil industry, customs, and the Iran-Afghanistan Joint Chamber of Commerce, and analyzed using grounded theory, leading to the development of the initial conceptual model. In the quantitative phase, the statistical population consisted of petroleum product exporters, as well as Iranian and Afghan traders. Using convenience sampling, 214 valid questionnaires were collected. Structural equation modeling based on variance and Smart PLS software was employed to validate the model. The findings indicated that all relationships among the constructs were significant and the model demonstrated a satisfactory fit. Overall, the proposed model provides an effective framework for petroleum exports and supporting evidence-based policymaking in the energy sector.
