The aim of the research was to design a mission-oriented performance management framework in the National Iranian Oil Company with an interpretive structural approach. Using the meta-synthesis method, 34 articles in the field of performance management and mission orientation were selected and the relevant concepts and codes were extracted through content analysis. Ten experts participated in the screening and consensus of the experts as well as the structuring of the main categories of the interpretive structural modeling technique. Based on the findings, 60 subcategories in the form of 11 main categories have an effect on mission-oriented performance management in the National Iranian Oil Company. Also, the leveling of the main categories in 5 levels was obtained and the categories of organizational culture, regulations and laws and mission-oriented service quality management were placed at the first level, as well as the categories of human resource management and mission-oriented strategies in the base of the model, which requires that the low-level categories be prioritized in the actions and decisions of the managers of the National Iranian Oil Company.
