Organizational studies introduced social capital as an underlying concept in creating creativity, innovation, and organizational dynamics. Promoting social capital is an important strategy to achieve the goals of the country's oil industry, and the aim of this research is to design a model for developing social capital. The present study is applied and developmental and qualitative, and conducted using the Thematic analysis method. The statistical population formed from experts in the country's oil industry and sampling done theoretically. Data collected using a semi-structured interview method and 11 sources interviewed until the theoretical adequacy criterion achieved. Data coding was done using MAXQDA software. In total, 98 basic themes, 17 organizing themes, and 4 comprehensive themes extracted, which included the need to pay attention to social capital, dimensions of social capital, factors affecting the development of social capital, and the results of social capital development, which were placed in a communication network.
