This article analyzes the paradigm model of production problemology in the National Iranian Oil Company, which is based on the statistics and analysis of the components of recognizing policy issues by the authors of this article in previous researches, including 3243 concepts, 264 sub-components and 16 main components based on the qualitative analysis of the content of 252 documents including books, articles, theses and academic dissertations with a focus on the analysis of petroleum industry policies and the set of policies, laws and regulations of the Iranian oil industry A survey of oil industry experts and managers and experts in the field of energy management and public policy in the form of causal factors, strategies, intervening factors, contextual factors and consequences around the central phenomenon, validation and prioritization has provided a model for production problematization in the National Iranian Oil Company and shows that there is a significant relationship between the constituent structures of this model. The framing of the process of recognizing the issues related to the subject of this study shows the role of institutional recognition and understanding of the comprehensiveness of the problems in the framework of managerial factors, the role of typology and thematic and formal recognition of the issues in the framework of factors related to the nature of the problem, the role of recognition and mapping of stakeholders and contextual and eraser factors.
