The present study aims to provide a human resource management model for the Ministry of Petroleum to realize the resistance economy. This research employed a mixed-methods (quantitative-qualitative) Q-methodology approach. The statistical sample consisted of 22 experts in the field of human resources and economics within the Ministry of Petroleum, who were knowledgeable or experienced in the research topic. They were selected using a purposeful, non-probability sampling method, specifically snowball or chain sampling. Data collection was based on the design of a 7-option Stephenson questionnaire for 48 items. Q-factor analysis and Z-scores, with the aid of Quanl software, were used for analysis. The findings indicate two mental models: a human resource-based (behavioral) mental model with 13 individuals and a structural and contextual (environmental) mental model with 9 individuals. These models showed agreement on 30 items with a Z-score of +1 or higher out of a total of 48 items. The results suggest that the human resource management model for the Ministry of Petroleum, aimed at realizing the resistance economy, has three main components: behavioral (human resources) with 16 indicators, structural with 8 indicators, and contextual (environmental) with 6 indicators.
