The current research was conducted with the aim of providing a model of flexibility of human resources using a hybrid approach. The main method of this research is a mixed approach. The dimensions of flexible workforce and the effect of these dimensions on the development of human resources have been identified and evaluated in qualitative and quantitative terms. Statistical population in the qualitative section is articles published in the period of 2010-2022. The statistical population quantitative part included 132 managers National Iranian Drilling Company, 99 were selected by stratified sampling. In the quantitative phase research, a researcher-made questionnaire including 7 dimensions and 38 questions was designed. Based obtained results, the flexibility human resources includes six main dimensions, including individual, structural, managerial, team, learning-oriented and job flexibility. The results of quantitative part showed that the identified dimensions of human resource flexibility have a significant effect on development of human resources.
