In this paper, with the aim of identifying the factors affecting the subsystem of training and development of human resources in the (super system) of project-based organizations, we have examined the pathology of the RIPI, and prioritized the identified components. For this purpose, Tichy's pathology model was used. The present research is in applied descriptive survey design. The statistical population of the research was 798 employees of the RIPI, 259 of whom were selected as a statistical sample using stratified random sampling. Based on the results of this research, the most damages were identified in two areas of "personnel" and "environmental" factors. It was also observed that the component "mission and strategy" with an average rating of 5.27 is the first priority and the component "organization personnel" with an average rating of 3.04 has the lowest priority. According to the findings of the research, while revising the staff regulations and the project definition process, integration of the training sub-system of project-based organizations as one of the main beneficiaries of projects with other sub-systems of training and development is suggested.
