A strategic model of human resource management based on the comparative public policy approach: The case of the petroleum industry

Using‌‌‌‌ different‌‌‌‌ resources‌‌‌‌ and‌‌‌‌ the‌‌‌‌ qualitative‌‌‌‌ method‌‌‌‌ of‌‌‌‌ content‌‌‌‌ analysis,‌‌‌‌ a‌‌‌‌ human‌‌‌‌ resource‌‌‌‌ management‌‌‌‌ model,‌‌‌‌ which‌‌‌‌ is‌‌‌‌ composed‌‌‌‌ of‌‌‌‌ ideal‌‌‌‌ goals‌‌‌‌ (perspective,‌‌‌‌ mission,‌‌‌‌ values,‌‌‌‌ and‌‌‌‌ strategic‌‌‌‌ orientation),‌‌‌‌ was‌‌‌‌ developed‌‌‌‌ for‌‌‌‌ the‌‌‌‌ petroleum‌‌‌‌ industry‌‌.‌‌‌‌ The‌‌‌‌ data‌‌‌‌ required‌‌‌‌ were‌‌‌‌ collected‌‌‌‌ from‌‌‌‌ various‌‌‌‌ sources,‌‌‌‌ including‌‌‌‌ upstream‌‌‌‌ documents,‌‌‌‌ business‌‌‌‌ strategy,‌‌‌‌ trends,‌‌‌‌ comparisons,‌‌‌‌ historical‌‌‌‌ documents,‌‌‌‌ and‌‌‌‌ semi-structured‌‌‌‌ interviews‌‌‌‌ with‌‌‌‌ 49‌‌‌‌ senior‌‌‌‌ managers‌‌‌‌ of‌‌‌‌ the‌‌‌‌ petroleum‌‌‌‌ industry‌‌.‌‌‌‌ The‌‌‌‌ results‌‌‌‌ include‌‌‌‌ perspective,‌‌‌‌ mission,‌‌‌‌ values,‌‌‌‌ and‌‌‌‌ strategic‌‌‌‌ orientation‌‌‌‌ in‌‌‌‌ four‌‌‌‌ main‌‌‌‌ categories‌‌‌‌ (human‌‌‌‌ resource‌‌‌‌ supply,‌‌‌‌ training,‌‌‌‌ recruitment,‌‌‌‌ and‌‌‌‌ retention),‌‌‌‌ 71‌‌‌‌ sub-categories,‌‌‌‌ and‌‌‌‌ 20‌‌‌‌ concepts‌‌‌‌ (strategic‌‌‌‌ orientation)‌‌‌‌ related‌‌‌‌ to‌‌‌‌ the‌‌‌‌ human‌‌‌‌ resource‌‌‌‌ policy‌‌‌‌ of‌‌‌‌ the‌‌‌‌ petroleum‌‌‌‌ industry.
