In the current research, the oil industry employee empowerment strategy model has been developed by using the data theory method of the Foundation. By conducting extensive theoretical studies on employee empowerment, after conducting in-depth and semi-structured interviews with academic experts and human resources specialists, by using the purposeful sampling method to achieve theoretical saturation, during a round-trip process and simultaneously, interviewing Coding of the data extracted from the interview text during three stages of open coding, axial coding and then the concepts obtained from the axial coding in the framework of the conceptual model of the research (selective coding) has been presented. The findings of the research show that the empowerment strategies of the oil industry employees are affected by causal, background, and intervening factors. These factors include optimization of the performance management process, planning and implementation of training and development courses, integration of information systems and human resources, and development and strengthening of knowledge management systems.
