The aim of this research is to designing a model for the implementation of human resource development policies in the Iran's oil industry. The research has a qualitative approach and the grounded data theory method was used. The method of data collection, library studies and in-depth and open interviews with 12 experienced university professors and oil industry experts through targeted sampling until reaching the saturation point is discussed. The validity of this research was examined and confirmed by the interviewees and expert professors. Reliability was also obtained with 91% retest. Data analysis was done using three stages of open, central and selective coding. The data analysis showed that the policy model, effective management structure, human capital, policy requirements, human resources policy system and individual and organizational productivity are effective factors for the implementation of human resource development policies in the Iran's oil industry.
