The present study was conducted with the aim of presenting a model of human resources development in line with organizational excellence. This study is applied in terms of purpose and descriptive-survey in terms of implementation method with a cross-sectional approach. The statistical population includes 132 people and the selected sample using Cochran's formula includes 99 managers of Iran's National Drilling Company. A questionnaire containing eight dimensions and 30 questions has been used to collect data for hypothesis testing. The validity of the questionnaire was confirmed by using the content and convergent validity methods and the reliability of the questionnaire was confirmed by calculating the Cronbach's alpha coefficient and composite reliability. Partial least squares technique and Smart PLS software were used to test the hypotheses. The results of the research hypotheses test showed that the development of human resources has a positive and significant effect on the organization's culture and leadership, vision, purpose and strategy, stakeholder participation, sustainable value creation, advancing performance and transformation, strategic and operational performance, and stakeholders' perceptions.
