This article identifies the most important barriers that have led to the lack of Combined heat and power (CHP) in Iran in comparison with the national plans. In present study, a model for policy analyzing of combined heat and power technologies on the basis of integrating the two approaches of technological innovation system and multi-level perspective which has been provided. The barriers of CHP development, were extracted through semi-structured interviews and focus groups and then by sending a questionnaire to 161 experts and with the method of structural equation modeling and factor analysis, the validity and reliability of identified barriers as well as the hypotheses of the conceptual model of the research were confirmed.
The results show that the social, cultural, and macro-economic factors play a more important role compared to technological factors. According to the framework developed, corresponding to the priority of extracted barriers, in order to extract the proposed policies, a focus group meeting was held and based on the content analysis method, 11 policies were proposed to overcome the most important barriers.
