<b><span dir="RTL" lang="FA" style="font-size:11.0pt"><span style="line-height:107%"><span b="" lotus="" style="font-family:">کیفیت مدیریت سرمایه‏گذاری و تأمین منابع مالی حاصل از کسورات بازنشستگی کارکنان صنعت نفت دارای چالش‏های جدی بوده است. از صلاحیت‏های وزیر نفت، «سرمایه‏گذاری و تأمین منابع مالی» است. کما اینکه از صلاحیت‏های «هیئت</span></span></span><span dir="RTL" lang="FA" style="font-size:11.0pt"><span style="line-height:107%"><span b="" nazanin="" style="font-family:">‏</span></span></span><span dir="RTL" lang="FA" style="font-size:11.0pt"><span style="line-height:107%"><span b="" lotus="" style="font-family:">مدیره» شرکت ملی نفت ایران، «تهیه پیش‏نویس مقررات راجع به بازنشستگی» است. «اساسنامه» صندوق‏های بازنشستگی و پس‏انداز کارکنان صنعت نفت در سنوات گذشته توسط مقامات اداری به تصویب رسیده که نقش وزیر نفت در آن حائز اهمیت است. جایگاه وزیر نفت در قوانین مختلف با دگرگونی‏هایی همراه بوده که بررسی آن و تبیین صلاحیت‏های ایشان و همچنین بررسی سایر قوانین مرتبط با تصویب مقررات حاکم بر صندوق‏های بازنشستگی صنعت نفت به‏عنوان مرجع سرمایه‏گذار و تأمین منابع مالی، موضوع تحقیق را به‏ خود اختصاص داده که مجموعاً مبین صلاحیت شورای عالی رفاه و تأمین اجتماعی و تصویب هیئتوزیران به‏عنوان مراجع ذی</span></span></span><span dir="RTL" lang="FA" style="font-size:11.0pt"><span style="line-height:107%"><span b="" nazanin="" style="font-family:">‏</span></span></span><span dir="RTL" lang="FA" style="font-size:11.0pt"><span style="line-height:107%"><span b="" lotus="" style="font-family:">صلاح خواهد بود</span></span></span></b>
<span style="font-size:11pt"><span style="line-height:normal"><span style="tab-stops:15.35pt"><span style="font-family:Calibri,sans-serif"><span style="background:white"><span new="" roman="" style="font-family:" times=""><span style="color:black">The quality of investment management and the provision of financial resources from the retirement deductions of oil industry employees have serious challenges. "Investment and provision of financial resources" is one of the competencies of the oil minister. Moreover, one of the powers of the "Board of Directors" of National Iranian Oil Company is to "prepare draft regulations on retirement". The "Articles of Association" of pension and savings funds of oil industry employees have been approved by administrative authorities in the past years, in which the role of the oil minister is important. The position of the Minister of Oil in various laws and the explanation of his qualifications and other laws related to the pension funds of the oil industry show the authority of the Supreme Welfare and Social Security Council and the approval of the Board of Ministers as competent authorities in approving the fund's statutes.</span></span></span></span></span></span></span><br>
